Harry and The Voice are the same person.
Harry, some sort of analyst or consultant whom Cromwell calls twice in the film, and The Voice, the Shadow Bean operative who gives missions to both Jet Bean and Killer Bean, have a bit in common — both are, well, The Voice, never appearing onscreen, only over the phone; and both are voiced by David Guilmette. We don't know exactly what Harry's occupation is, but he certainly seems to know a lot about the Shadow Agency. Harry may very well be The Voice's true identity or cover identity. When Cromwell happened to uncover some information about the Agency, Harry/The Voice had to keep playing the part of the very good informant and gave him some info, maintaining his cover by feigning surprise that the Agency still existing, and trying to keep his good friend safe by warning Cromwell that he doesn't have the power to stop Killer Bean.
