Given how every single plot Wo Fat has concocted in Hawaii has been thwarted by McGarrett, I can't imagine Chairman Mao would've tolerated his constant failure...

So maybe Wo Fat is related to Mao, thus ensuring he wasn't um... dealt with when his superiors realized the information he'd taken to China by the end of the Pilot Movie (aka "Cocoon" Part II) was useless? (Not to mention the Extra-Long Episode "Murder - Eyes Only" which sees Wo Fat escaping with equally wrong intel.)
