The Organization likes to recruit people who stumble upon its operations, and often recruits hospitalized people as well. They were already monitoring Jane when Owen met her, so they could have picked him up in the hospital after his suicide attempt. It would certainly explain why Dixon hates Jane so much, and why he reacts the way he does when she asks if Owen is still alive.
