Achieved through very precise chakra control, she manages to walk on the water-air interface of water bodies thus allowing her to move rapidly underwater. As it turns out, Chlamydomonas (a type of algae) can do this. Algae set one flagellum to adhere themselves to the water-air interface while using their other flagellum to move forwards. It's called gliding.
