What is the work?

"Drop Dead Gorgeous" is the second episode of New York Undercover's fourth season.

A model is found dead of an overdose, and the primary suspect a modeling agent who is alleged to traffic his models, among other things.

Who is Paul Milan, and what has he done?

Paul Milan, a modeling agent who regularly sells out his models out as prostitutes, is introduced following his model/girlfriend Isabelle, luring her into his limousine under false pretenses after she calls him out for trying to pressure her into a tryst with another man, before inducing a fatal heroin overdose in her and leaving her body in Queens.

Mitigating Factors?

Milan is apparently indicated to regularly have his prostitutes murdered for the purpose of extorting the people he framed, (assuming that paper images of what appear to be different dead bodies alongside the tapes, or Barker asking Moreno if she thinks that "these senators and lawyers want the scandal of a trial", are any indication), and we see a whole pile of tapes to establish a pattern, so offscreen villainy should not be an issue.

Heinousness (or how bad is he)?

Admittedly, I couldn't really remember any SVU (or other L&O) candidates with the exact same MO, FWIW. That said, modeling misconduct is not exactly unheard of in the SVU, nor is human trafficking.

In the SVU episode "Fashionable Crimes", a photographer routinely sexually abuses his models.

In the SVU episode "…Or Just Look Like One", a photographer routinely molests underage girls and takes photos.

In the SVU episodes "Can't Be Held Accountable", and "Must Be Held Accountable", a modeling agent/photographer and his girlfriend are accused of sexual misconduct against two sisters.

In the SVU episode "Once Upon A Time In El Barrio", women are trafficked via a bogus modeling agency, with at least one resistor killed.

Two of my candidates from SVU engage in human trafficking; one specializing in the exploitation of children involving child sex tourism, child pornography, and adoption under false pretenses; and one who also receives kickbacks by sending juvenile offenders to a private juvenile hall, extorting a judge with evidence of the latter's sexual misconduct.

My last previous Undercover candidate, Dr. Royce, harvests organs.

However, Milan still holds his own (by both SVU and Undercover standards)—in my opinion—by not only trafficking his models, but routinely having the models killed just so he can frame people (clients included) for their murders, and extort them so they will bend to his will. In other words, Milan basically exaggerates the Disposable Sex Worker trope by having a victim pool (at the very least, anywhere from 18-23, based on the apparent number of tapes) that makes Jack the Ripper seem like a petty jaywalker. All for his own gain. Even without the exact body count, Milan has more than established a niche, in my opinion.

Verdict?

Possible Contender.
