Irritated at the state of New York, Felix enrolls himself in the Civilian Police Reserves, dragging Oscar along for the ride. Naturally, Felix has different ideas than others what constitutes cause for alarm.

This episode includes examples of the following tropes:

  • And There Was Much Rejoicing: When Oscar discovers his roommate got mugged by a burglar and spent the night tied up outside, the rest of the tenants applaud the thief for shutting Felix up.
  • Big Rotten Apple: Felix comes home from work having delivered a baby on the sidewalk in Times Square ("The first thing that baby saw was an X-rated movie marquee!") on his way home and is very much exasperated at the fact that people were nearly walking all over the mom, newborn, and Felix without noticing them. His irritation with how callous New Yorkers are now inspires him to enroll himself and Oscar into a volunteer police force program called the Civilian Police Reserves.
  • Bound and Gagged: When Felix catches a burglar looking for something to steal, the crook leaves him tied to a chair and gagged (with his whistle stuffed in his mouth).
  • Brick Joke: While Felix is bragging his floor, Miriam tells him the eighth floor is also very impressive. When the floor ignores his whistling about a burglar, Felix yells into the vent for the eighth floor to come help him.
  • Bystander Syndrome: Felix comes home exhausted and annoyed about the apathy of New Yorkers. On the way home, he encountered a woman in labor, who kept asking passersby for help, and only he stopped.
  • Crying Wolf: Felix keeps bothering the tenants by blowing his whistle to clear it of obstruction or for a demonstration. When a burglar arrives, Felix blows the whistle frantically, only for everyone to ignore him, expecting another false alarm. Said burglar ties Felix up and leaves him.
  • Delivery Guy: The episode begins with Felix coming home exhausted without his coat. It turns out that he helped deliver a baby, who still has his coat wrapped around him. In this case, given the unusual birthing place, Felix had to keep people from walking over and even parking on the woman.
  • Last-Minute Baby Naming: It's unknown if the woman Felix tended had any name ideas originally, but after Felix stops and helps her (while most people ignored her), she decides to name her baby "Unger" after him.
  • Mistaken for Murderer: When Felix passes out and Murray finds him on the floor, he initially assumes Oscar finally snapped and killed him. Luckily, Oscar manages to get him to help prop Felix up on the couch.
  • Nice Job Breaking It, Hero: Felix sees a man with a gun in a cafe and quietly shows him his civilian police badge. The man just as quietly shows him his narcotics department badge. Then Felix loudly tells Oscar about it, resulting in the entire place emptying in seconds and presumably ruining the operation.
  • Punny Title: The title spins off the phrase "[city's] finest", a name for police officers.
