It's Founder's Week, and Leslie has all the Parks Department employees meet at Ron's cabin to discuss ideas.

Later, Leslie holds a forum for Founder's Week and asks everyone, "Are you better off now than you were a year ago?" To her horror, many participants answer, "No."

Andy returns to Ron's cabin to get his sweatshirt and finds a pregnancy test. He becomes Bert Macklin to investigate which Parks Department woman is pregnant. He rules out April immediately and next asks Ann. Ann, who is trying to become pregnant, is annoyed that someone else is pregnant and joins Andy in his investigation.

Tom is approached by the lawyer of an anonymous client who wants to purchase his business. He talks to his shareholders, but Ron convinces him to stick with his business because it is doing well. When he tells the lawyer, the lawyer states his client will open up a competing business across the street.

Andy, having ruled out everyone else, thinks it must be April that is pregnant. She tells him she is not, but she has been accepted to veterinary school.

At the Founder's Week Parade, Leslie is shocked that one of the floats is a "Recall Knope" float featuring an unflattering caricature of her as a finger-wagging tyrant. Leslie tries to protest it, but only digs herself in deeper.

Ron and Andy are hanging out in Ron's office, and Andy tells him about the pregnancy test and how he couldn't find anyone that it belonged to. Diane enters and tells Ron that they need to talk.

Tropes

  • Bait-and-Switch: When Andy is trying to find out who the positive pregnancy test belongs to, he immediately discounts April, shortly after April gets a phone call that seems to unsettle her. He then eliminates every other woman apart from April and confronts her about it. It's not April.
  • Call-Back: This episode is a big callback, as everyone Leslie has fought during her year on the city council comes back as part of a campaign to recall her.
  • I Never Said It Was Poison: Andy, having brought back his "Burt Macklin, FBI" persona in order to deduce which woman in the office is pregnant, tries to pull this on Donna, to trick her into revealing that she is pregnant without ever actually mentioning pregnancy (he asks her whether he's speaking to one person or "one and one-ninth" people). As expected, it doesn't work too well.
  • Parallel Porn Titles: Local porn star Brandi Maxxx mentions that she is the star of The Incredible Burt Wonder Bone, A Good Guy to Lay Hard, and Our Goo.
  • I Resemble That Remark!: Leslie is not at all happy with the "Recall Knope" float that is modeled after her as a finger-wagging tyrant. She makes herself look like one when trying to protest it.
  • Legion of Doom: Kathryn Pinewood gets together a bunch of Leslie's enemies such as the Langmans, the sexist sanitation department workers, and even the two stoner animal control guys (who thought they were protesting for the legalization of weed) and presumably Sweetums (although Jessica Wicks doesn't appear) to form a committee to have her recalled.
  • Spoiler Opening: As this show is want to do during the stinger (especially for season finales, especially involving Ron), the credits reveal that Lucy Lawless is in this episode while Ron and Andy are trying to figure out who's pregnant. Seconds later (again), she walks in.
  • Wham Episode: The episode (a season finale) ends with the reveal that Diane is pregnant.
    • Leslie is also informed that despite her hard-won victory to become a city council member, there is now a coalition of local business leaders who are working to establish a recall election to get Leslie ousted from her position.
