Todoroki and Inasa Yoarashi face off against Gang Orca and his squad of "villains" while the other examinees get the civilians to safety. However, they are unable to cooperate because of Yoarashi's hatred of Endeavor and Shoto, and are taken down fairly easily. When Midoriya rescues Shindo from Todoroki's redirected flames and yells at them, they are able to refocus. They pair their flames and wind to dry out Gang Orca as the other students hold off the mooks until the rescue operations are finished. All the civilians are rescued just as Gang Orca recovers from the flame spiral and Midoriya lands a surprise attack on him, ending the exam.
Later, Mera is about to unveil the list of passers.
Tropes:
- Armor-Piercing Question: Midoriya yells "What are you doing?!" at Todoroki and Yoarashi, which causes them both to realize that they were letting their conflict get in the way of the exam.
- Combination Attack: Yoarashi and Todoroki take advantage of Elemental Rock-Paper-Scissors and pair their winds and flames.
- Conservation of Ninjutsu: Double subverted. Shindo attempts to use his strong Quirk to hold back Gang Orca and his mooks, but Gang Orca gets up close with no problem and knocks him out. Everyone also expects similarly large-scale attackers Yoarashi and Todoroki to be able to deal with the problem, but since they get caught up in their argument about Endeavor, Gang Orca is able to defeat them easily. However, Shindo recovers enough to easily deal with the mooks with a single attack and the 1-A students regroup to take them on.
- A Day in the Limelight: For Todoroki and Yoarashi. The former's motivations and relationship with his father is touched on again, and the latter's background and tumultuous views on the Todorokis are focused on in flashbacks.
- Elemental Rock-Paper-Scissors: At first, Todoroki's flames and Yoarashi's winds cancel each other out during their infighting. After putting aside their differences, they combine them into a giant ring of fire to temporarily paralyze Gang Orca, who has the powers of an aquatic animal and is therefore vulnerable to drying out. Orca acknowledges this last-minute strategy, but carries a bottle of water to recover just in case. He is at least stalled long enough for Midoryia to hold him further until the test ends.
- Hold the Line: Since rescuing the HUC members is the priority, the exam participants only need to hold off Gang Orca until all of them are recovered. Once this goal is accomplished, the exam is declared finished.
- Playing Possum: Shindo reveals to Midoriya that he only faked being knocked out by Gang Orca, as his Quirk allows him to No-Sell vibrations, and was planning a sneak attack, but Todoroki and Yoarashi arguing with each other messed it up.
