Lord Zedd turns Adam's kaleidoscope into the Scatterbrain monster. His 'brain-scattering' powers are used on Billy, Tommy, and Kimberly, rendering them amnesiac and helpless. Rocky, Adam, and Aisha attempt to restore their memories using prisms, but they too fall victim to Scatterbrain's attack. Bulk and Skull witness these events and discover what they sought most: the true identities of the Power Rangers. But will they risk their knowledge of these facts to save the Rangers, and ultimately the world?

Tropes:

  • Batman Gambit: Bulk and Skull trick Scatterbrain into a Showdown at High Noon in order to get him to blast the prisms and restore the Rangers' memories.
  • Beware the Silly Ones: Scatterbrain looks even sillier than Beamcaster was but had even more success.
  • Big Damn Heroes: Bulk and Skull, surprisingly enough. After Scatterbrain successfully destroys the Rangers' memories, they're the ones to call him out into a showdown, using the prisms Rocky, Adam, and Aisha brought to reverse his powers and save the day.
  • Call-Back: The amnesiac Tommy, Billy and Kimberly's reaction to seeing the Command Center recalls the very first episode.
    Billy: Whoa, a fully sentient multi-functional automaton! Never seen anything like it.

    Kimberly: Excuse me, but can somebody, like, come to Earth and pick me up? Because I am totally confused.
  • Cassandra Truth: Naturally, nobody believes Bulk and Skull's claim; the Ranger Girls have to assure them that they believe them to assure them that they aren't going nuts.
  • Clark Kenting: "They've been playing dweebs all this time just to throw us off!"
  • Darkest Hour: Subverted, as Bulk and Skull, knowing that the Earth would be in great jeopardy if the Power Rangers' memories were lost forever, stand up to Scatterbrain and trick him into restoring the Rangers' memories, but at the cost of everything they've learned.
  • Evil Gloating: Scatterbrain indulges in this after successfully wiping the last of the Rangers' memories. It ends up doing him in, as Bulk and Skull hear him claim that the Rangers are now "lost forever", which in turn pushes them to the Big Damn Heroes moment described above.
  • Laser-Guided Amnesia: Bulk and Skull save the Power Rangers, but at the cost of their memories of saving the Rangers and of their identities.
    Skull: Power Rangers? Did you save us?
    Tommy: Are you kidding? You're the ones who saved us.
  • Near-Villain Victory: Scatterbrain managed to render all the Rangers amnesiac and would’ve taken them to Lord Zedd if it wasn’t for Bulk and Skull. See Big Damn Heroes.
    Zedd: Leave it to a couple of meatheads to mess up my plan!
  • Pet the Dog: While no one at the Youth Center believes Bulk and Skull, the Ranger Girls tell them that they believe them and are impressed, but not enough to go out with them.
    Kimberly: Let's not get carried away that far.
  • Showdown at High Noon: Between Bulk and Skull (using the prisms) and Scatterbrain. There's even a Tumbleweed.
    Scatterbrain: We will have what I believe you call, a showdown.
  • Smart Ball: In one of their more clever plans to learn the Power Rangers' identities, Bulk and Skull go on a stakeout at Angel Grove's border in case the Rangers show up, which they did. This put them in the right place at the right time to save them.
  • What You Are in the Dark: Bulk and Skull finally learn the Rangers' real identities...only to witness Scatterbrain zap Rocky, Adam, and Aisha with his memory-wiping powers. This leaves the bullies the only people in the world who know the truth—and they have to choose between holding onto the secret they've been after for months, or sacrificing that knowledge to save them. After a few moments' hesitation, Bulk and Skull stand up to Scatterbrain and charge him with the prisms the Rangers brought, reversing the process at the cost of their own memories.
