Summary

The show begins with Hiromi Kadota, the new Fenix commander, fighting a mysterious new monster, only to get injured and fall into Ikki Igarashi's arms. Vice interrupts the introduction, expressing his sorrow over witnessing Hiromi's wounding, before recapping everything that happened before it...

One day, Ikki and Vice, as Kamen Riders Revi and Vice, are in the woods, fighting a Deadman. With help from Hiromi/Kamen Rider Demons, the duo defeat the monster, but almost immediately after their victory, the trio see a figure running away from them. Giving chase through the woods, they arrive at a lodge owned by one Suzu Saionji, who runs it alongside her maid, Misa Himuro, and the lodge's caretaker, Shinzo Hanawa. Hiromi explains that he and Ikki were finding a suspect possessing a mysterious Vistamp, only to notice Suzu and develop feelings for her instantly. Suzu invites her new guests, who begin to explain the situation, when it begins to rain.

Ikki requests the lodge's owner to cooperate with him and Hiromi to solve the mystery concerning a person misusing Vistamps, to which she complies by gathering all of its occupants for a meeting to find the criminal. Among the visitors are Yasuo Samejima, a restaurant worker, Taro Gondawara, a freelance writer, and Naoto Kamiya, Suzu's guitar instructor. The people deny carrying a Vistamp into the lodge, giving Vice, Hiromi and Ikki no leads. As Ikki and Vice discuss on who the suspect may be, Vice suspects a person behind his human host. That person turns out to be former assistant police inspector turned First Division Police Captain Genpachiro Otta, who was one of Kamen Rider Drive's allies in the fight against the Roidmudes. Genpachiro explains that he was notified of a Roidmude in the area surrounding the lodge, while also noting of two lodge guests holding previous criminal records.

As the discussion continues, Shinzo bursts in to report that the bridge leading to the lodge was broken by a landslide caused by the rain, leaving everyone in the lodge trapped from the outside world. Ikki tries to contact George Karizaki, the scientist working for Fenix, but his Gundephone50 phone loses signal and he loses contact. Suddenly, a crash echos through the lodge. Everyone remaining in the room heads upstairs to investigate, only to discover the gruesome sight of Taro Gondawara's corpse surrounded by petals, a fallen bedside desk, some fallen books, and some sand.

Meanwhile, in Futo City, George Karizaki goes to a café where he meets Ryu Terui, the police superintendent of the Futo Police Department...
