Summary

"The first strike decides the battle."

The Skybase, Fenix's giant aerial fortress has to land on the ground to refuel and restock some supplies! As the members on board take time off to accommodate the wait, the number of personnel onboard will be limited, so they have to be prepared for anything, and the three Igarashi siblings all seem to be up for the challenge! However, George Karizaki takes Ikki's Revice Driver in order to develop a new kind of Vistamp, however Ikki is frustrated at the notion he won't be able to transform if needed, and is concerned about Daiji and Sakura. So, he decides to take a bath with Hiromi, who was ordered to take time off just like the others! Meanwhile, something disturbing is lurking within the walls and halls of the Deadmans Base... There is a plan to attack the Skybase and secure the Vistamp Development Lab on board, as the illusion-casting Chameleon Deadman leads the charge! Just before they all know it, the grasp of the devil quickly approaches Fenix...!

• An Aesop: Trusting the people close to you can be hard, but will pay off and help you get better as a person.
• All Your Base Are Belong to Us: While Fenix Skybase docks to refuel and restock, it gets attacked by the Deadmans.
• The Bad Guys Win: At episode's end, the Deadmans accomplish their goal of retrieving Kudo.
• Call-Back:
  • When Vice asks why he doesn't get a new form, George still brings up the former's earlier dissing of his Jackal Genome design as the reason.
  • There's a poster on the walls of George's lab which says that in the event of interruption, security is willing to use lethal force, such as performing a Neck Snap; this references George practicing snapping the traitor's neck back in Episode 5.
• From Bad to Worse: Live getting knocked out causes Kagero to re-awaken and immediately side with the Deadmans against Jeanne, raising the odds agaist her at three-to-one.
• The Guards Must Be Crazy: The Fenix Skybase is at its most vulnerable while doing refueling/restocking on the ground, yet a significant portion of their troops went on leave during this period while three out of five Kamen Riders are out of comission due to their Drivers being confiscated (one for upgrading, the other for concerns over his attempted Phlebotinum Overload), leaving the Skybase completely open for the Deadmans once they set up a diversion to mislead the last two Riders. It's neither a Contrived Coincidence nor a gross neglience because of the implications that there's another traitor in Fenix's commanding ranks.
• He's Back!: Downplayed: After Daiji was knocked out by both Olteca and Julio, Kagero possesses the former once again with the intent to attack Sakura, only for him to be defeated again by her with the newly acquired Kujaku Vistamp.
• Improvised Weapon: Vice makes a decent-looking shield out of the eggshell pieces that came from Revi Barid Rex Genome's transformation, pieced together using glue he brought out of hammerspace.
• Ironic Echo: When Ikki gets worried about having to leave Daiji and Sakura on their own, Daiji doesn't miss the opportunity to call him a worrywart just like Ikki had called him in past.
• The Reveal: There's another traitor within Fenix, helping the Deadmans to execute their operation. It's implied to be Commander Yujiro Wakabayashi, who seems to be connected to the Chameleon Deadman..
• Speak in Unison: Olteca, Julio and Evil do this in an annoyed tone when Revice swoops in to save Jeanne from their one-sided assault.
