Hotchner: "Never think that war, no matter how necessary, nor how justified, is not a crime." Ernest Hemingway.
Agent Joyner's car has been blown up, with her taking the brunt of the blast. Since the emergency responders have been instructed that they are the target and shouldn't intervene until the FBI tells them to, she has to lie there and bleed, having lost the function of her legs. A man who calls himself Sam tries to help, and because of his concussion from getting caught in the blast, it takes Hotch a while to realize that he's a terrorist intending to blow up first responders. Part 2 of 2.
