While patrolling a destroyed neighborhood to help the now homeless residents of Jazz Town, Amy and the player encounter the body of weatherman Clifford Grady, sitting on a couch and with his neck sliced.

Tropes:

  • Alliterative Name: The Storm Chaser, Peggy Pascal.
  • Comically Missing the Point: When Hannah asks you what happened this day three months ago (referring to Hurricane Yves), Amy mentions that's the day her favorite TV show got cancelled.
  • Conspiracy Theorist: You meet Peggy Pascal in this case, a storm chaser who is entirely convinced that Hurricane Yves was product of a Weather-Control Machine.
    Peggy: Believe me, that machine is no fiction. I've been theorizing nonstop to understand how a monster storm like Hurricane Yves couldn't be read on Grady's weather charts.
    But the answer was simple, and this sketch proves it... Hurricane Yves couldn't have been predicted because it was fabricated... A man-made storm!
  • Death of a Child: Colette, Marie Bordeaux's daughter and Clifford's 9-year old niece, died during Hurricane Yves due to her uncle leaving her behind whilst escaping the storm, which is why Marie murders Clifford in Revenge.
    Marie: You don't understand, your Honor. Because of him, I've lost my beautiful daughter, my only child... Do you know that this day would have been her 10th birthday?
    She should have been alive for it! And when he didn't even show up to his own niece's memorial... That was the last straw. I had to do something, or I'd never get over my grief!
  • Dirty Coward: When Hurricane Yves struck, Clifford left his 9-year-old niece to get killed by the storm in favor of saving his own skin, which was Marie's motive for his murder.
  • Disownment: Marie didn't consider Clifford her brother anymore after he let her daughter die by Hurricane Yves.
  • Foreshadowing: This case basically serves as the introduction for the two big plots of Jazz Town: the Weather-Control Machine responsible for creating Hurricane Yves and the return of the Serial Killer known as The Puppeteer.
  • Friendless Background: According to Hannah, Peggy didn't have a single friend during high school, with people giving her nicknames such as "kooky Pascal" for her weirdness.
  • Gratuitous French: One of the killer's traits is that they speak French, so you get to read many of your suspects doing it.
  • Mama Bear: Marie was driven to murder Clifford, her own brother, because he had abandoned her daughter to die by Hurricane Yves.
  • Never My Fault: Every person you meet in this case says Clifford never admitted his guilt for failing to predict Hurricane Yves and not alerting residents to evacuate on time, which resulted in hundreds of deaths for the people of Jazz Town. In the end, this gets him murdered.
  • Revenge: Marie murdered Clifford because he had left her daughter to be killed by Hurricane Yves in favor of saving himself from the storm.
  • Pun: Roxie tells you this certainly was a "cut-throat murder".
  • The Scapegoat: Clifford became this for Jazz Town, since his job as a weatherman could've prevented many deaths had he predicted Hurricane Yves on time. Agatha, his landlord, says it was just a matter of time before he got murdered.
  • Serial Killer: This case reveals one named The Puppeteer terrorized Jazz Town years ago, but never got caught and just stopped killing. Worse, they're the one who murdered Yann's parents when he was just a teen.
  • Shout-Out:
    • The case's title is a reference to Cloudy with a Chance of Meatballs.
    • Agatha Christmas resembles Big Momma.
    • Amy mentions that a show called "Snappy Days", which featured a family of snapping turtles from the 1950s, got cancelled three months before the case takes place.
    • Amy exclaims "Jeepers Creepers" when she discovers the victim's body.
    • In the Debris scene, there is a parody of a Game Boy Advance.
    • In the Weather Workstation scene, there is a poster of The Great Wave off Kanagawa and a miniature replica of Noah's Ark.
    • In the Courtyard scene, a Piranha Plant can be found.
  • The Shrink: You meet Madeleine Deville in this case, a therapist in Jazz Town who was counseling the victim but absolutely hated doing so since she considered him the reason why Jazz Town suffered so much by Hurricane Yves. She was also trying to get him to commit suicide by giving him too many anti-depressants.
    Madeleine: He was remorseless, selfish, and always put his feet on my pillows! He sure needed therapy, I just wish it didn't have to be with me!
  • Sibling Murder: Clifford was killed by his own sister.
  • Slashed Throat: The victim was killed like this with a weed whacker.
