A Plot: Mayor Fitzy wants to install a traffic light, so to pay for it he orders Davis and Karen to hand out more jaywalking tickets. Hank and Oscar protest this decision, while Brent tries to bring peace.

B Plot: Lacey introduces the Ruby Club at her restaurant, and it's such a big hit that it's the only thing anyone ever wants to order. Though initially delighted by the success, Lacey quickly becomes frustrated by the monotony of making just one thing over and over again all day every day.

C Plot: Wanda decides to get a tattoo and enlists Emma to design it for her. However, Wanda has to hide her disdain when Emma's designs turn out to be horrible.

  • Ambiguous Syntax:
    Lacey: I'd recommend the Ruby Club. It comes with soup also. I invented it.
    Emma: You invented soup?
  • Code Name: Davis and Karen start using them. Karen is Goldilocks. Davis goes through several, including Papa Bear, The Hawk, The Rock, and The Hammer.
  • "Could Have Avoided This!" Plot: Towards the end, Fitzy states that the main reason for a traffic light in the first place is because of a sudden influx of recorded traffic. When Hank asks how it was recorded, there's a flashback to him having fun messing with the device with his truck, though he doesn't admit this to the crowd harassing Fitzy and instead just suggests that the device was probably broken and probably won't give a high reading next time.
  • Distinction Without a Difference:
    Brent: Well, I don't know, then. You're stuck between a rock and some arbitrary rule about White-Out.
    Lacey: It is not arbitrary. It's just something I came up with and I'm sticking to, for no reason.
  • Gone Horribly Right: Lacey really hopes people like her new sandwich. They end up liking it a bit too much.
  • Purple Prose: Hank describes the Ruby Club as "zesty, without being too preachy". Lacey doesn't know what that means, but it still doesn't stop her from saying the same thing when trying to get other people to order it.
  • Screw the Rules, I'm Doing What's Right!: This is what Hank and Oscar believe they're doing by resisting the new jaywalking policy.
  • Shout-Out: When Davis asserts that no one is above the law, Karen says that Steven Seagal is, prompting Davis to admit that he loves that movie.
  • Terrible Artist: Emma's tattoo designs are incredibly tacky and often incomprehensible, such as a teddy bear being mistaken for an alligator. Wanda can't tell her she doesn't like any of the designs because getting on Emma's bad side is practically a death sentence.
  • Zero-Approval Gambit: Noticing how much the townspeople hate the idea of a traffic light, Lacey finally gets everyone to turn on the Ruby Club by promising to donate a dollar from every one sold to the traffic light cause. To Lacey's glee, the sandwich immediately falls out of favor.
    Brent: Hey, you look a lot happier.
    Lacey: Uh huh. I haven't sold one Ruby Club all day.
    Brent: People hate your sandwich? That's great!
    Lacey: No, people love my sandwich. They hate me.
    Brent: Well, as long as they hate something.
