*** Acerola, the Ghost-type trial captain [[spoiler: and later Elite Four member]], very much fits this trope. She is immensely loved for her absolutely adorable appearance, movements in-game (most notably her running animation and her Z-Strike pose), her quirky personality and her friendship with Lillie. She even has a uniquely adorable CatSmile.

* ''Data Design Interactive'' could be annotated for attempting multiple times to make a game made full of those characters (such as with their ''Myth Makers'' series of video games). The problem is is that all too often they used the aesthetic to hide the fact that their games were [[Horrible/VideoGamesOther of poor quality]], which lead towards the general consensus that Moe is UsefulNotes/{{Shovelware}}.

** Sonic himself (before and after his redesign from ''VideoGame/SonicAdventure'' onwards[[note]]His original [[UsefulNotes/SegaGenesis Genesis]] era design, by extension, also includes "Classic" Sonic in ''VideoGame/SonicGenerations''.[[/note]]) is quite cheerful and cute, despite being well-capable of protecting himself.

*** Taion is declared by many Japanese fans to be the most moe character in the game due to the wide gulf between his [[TheStoic outwardly stoic behavior]] and his true personality as someone who is deeply caring and nurturing (a popular example being his [[spoiler:excited reaction to [[FriendToAllChildren seeing a newborn]]]]), which is considered very "[[UsefulNotes/AnimeFanspeak gap moe]]". Likewise, other traits like his [[LethalChef terrible cooking]], frequent {{tsundere}} moments, tendency to be [[ButtMonkey teased by other characters]], easily-flustered, {{Adorkable}} nature, and his TrademarkFavoriteFood being the same as Pyra's[[note]]although the reference was lost in the English version for DubInducedPlotHole reasons; Pyra's favorite Pouch item, "Jenerossi Tea", is known as "Sirius Tea" in Japanese[[/note]] are seen as evocative of past franchise heroines like Pyra and Mythra, who were also known for having heavy moe appeal, resulting in the Japanese fanbase in-joke that he's the true heroine of ''3'' over Mio.

** [[Characters/HonkaiStarRailJariloVI Hook]] is an adorable CheerfulChild who is utterly devoted to her friends and father, Hersman, and is first introduced to [[PlayerCharacter the Trailblazer]] via her coercing them into playing hide-and-go-seek with her and her troupe of troublemakers, the Moles. She's also got adorable idle animations where she adjusts her hat or snacks on a lollipop, and her voicelines in combat like, "Now you see me, now you don't!", "[[TryToFitThatOnABusinessCard Pitch-Dark Hook the Great]] has arrived! [[IncomingHam MAKE WAY! MAKE WAY!]] WOO-'''HOOO~!''' BANG!", or "Form a line, villains!" are just as adorable. The end result? Fans fawning over her as much as they do her cross-company equivalent, [[VideoGame/GenshinImpact Klee]].

* ''VideoGame/{{Atelier}}'' has Pamela, a '''''very {{cute|GhostGirl}}''''' [[CuteGhostGirl Ghost Girl]]. No male or {{Mon}} could resist her charms.

* From ''VideoGame/BlazBlue'', we have [[TheWoobie Noel Vermillion]], an adorably ditzy Lieutenant for the world government who, whenever you see her, you'll just want to give her a big hug.

* Isabella in ''VideoGame/AdvanceWars: Days of Ruin''. Possibly Penny as well, although it's offset by all the crazy.
* ''VideoGame/AnimalCrossing: New Leaf'' has the similarly-named [[BreakoutCharacter Isabelle]], a perky, {{adorkable}} Shih Tzu who serves as your in-game aide. Just ask Google Images. She's especially popular among the UsefulNotes/FurryFandom for obvious reasons.

*** And the kicker is Raiden, designed as the beautiful bishounen, is * not* moe. It's his personality, and specifically the examination of his selfishness and abusiveness at the end of ''[=MGS2=]'' - it's impossible to go "aww" after that. But the legendary mercenary and his "[[HoYay/VideoGames best friend]]"? Awww!
** Sunny qualifies for slightly different reasons during the two games that she appears in. In ''Metal Gear Solid 4'', she’s a ShrinkingViolet AdorablyPrecociousChild who is [[GadgeteerGenius extremely skilled with tech]], but never learned how to properly socialize due to her isolated upbringing courtesy of [[BigBad the Patriots]], making her shy and awkward but [[TheCutie well-meaning]]. When she returns in ''Metal Gear Rising'', SheIsAllGrownUp is in effect and she is far more [[{{Keet}} cheerful]] and confident with a more conventionally attractive design to boot, and yet she is still growing in her knowledge of tech, which gives her some [[{{Adorkable}} dorky]] qualities due to the increased confidence. In both games, she is easily one of the kindest and cutest characters in the Metal Gear universe.
** Emma from ''Metal Gear Solid 2'' also qualifies.

** Para-Medic of ''Metal Gear Solid 3'' and ''Portable Ops'' is an {{Adorkable}} HospitalHottie who loves to nerd out over movies during her codec calls with Snake ([[ParrotExposition who, unsurprisingly, usually needs the references explained to him]].) Her [[{{Keet}} sheer enthusiasm for her hobby]], her attractive appearance, and her [[TheCutie kind and easygoing personality]] all make her quite Moe. This is further emphasized when one contrasts her with Snake’s LoveInterest in the game, Eva. While Eva has [[MsFanservice supermodel looks, and both she and the game put plenty of emphasis on her sexuality]], Para-Medic has a more understated, girl-next-door type of beauty to her, more along the lines of a cute and relatable friend. [[spoiler:Unfortunately, this gets cruelly averted after ''Portable Ops'', in which she eventually makes a FaceHeelTurn and becomes one of the founders of [[GreaterScopeVillain the Patriots]], and then [[MadScientist cruelly experiments on Gray Fox]], never redeeming herself for these horrible actions either.]]
** Naked Snake himself is this in ''Metal Gear Solid 3'', when he was a bit of a goofball and surprisingly optimistic about the world. He was even naive enough to ''still believe in Santa Claus''. His UndyingLoyalty to both his mentor, The Boss, and the U.S. government added even more to this, where [[BreakTheCutie it is actually heartbreaking to see how deeply the various betrayals he faces hurt him.]] [[ProtagonistJourneyToVillain He then loses all of his Moe qualities over the course of the series]], as he becomes increasingly jaded and develops serious BloodKnight tendencies from all of the battles he goes through. But in the beginning, he was Moe.
** [[https://www.youtube.com/watch?v=n7aACDTi278 Paz]] from Peace Walker. Large anime eyes, schoolgirl outfit, cute gestures and features, optimistic personality. [[spoiler:Which serves to hide the fact she's actually an asshole double agent.]] [[spoiler: ...who then becomes [[BreakTheCutie so wracked with guilt]] over her actions in the next game that she [[ThatManIsDead retreats back to her sleeper-agent personality]] [[IRejectYourReality and refuses to acknowledge anything to contradict it]], which takes things full circle and winds up making her moe again,]] albeit in a much darker way.

* ''VideoGame/{{Mother 3}}'': Lucas is a male example. He's [[KidHero only twelve or thirteen]], [[ShrinkingViolet incredibly shy]], and a major [[TheWoobie woobie]], and many fans agree that he's incredibly adorable.

** ''VideoGame/{{Disgaea 4| A Promise Unforgotten}}'' introduces Desco, the CuteMonsterGirl / EldritchAbomination, who's easily the most moe character in the series to date. She's got a VerbalTic, refers to her teammate Fuka as her "onee-sama", speaks in the [[ThirdPersonPerson third person]], and generally ends up coming across as innocent and/or a goofball whenever she says anything, even when making death threats.

* Franchise/ResidentEvil:
** In ''Resident Evil 0'', the main protagonist Rebecca Chambers is much tinier in stature than the typical playable characters in the series. She is a young rookie member of the Bravo Team of S.T.A.R.S. who [[SoleSurvivor loses her entire team to monsters]] and then is forced to team up with a[[spoiler:n actually innocent]] convict to survive. The two of them persevere and make it out alive in the end, but immediately after they go their separate ways, [[TraumaCongaLine Rebecca then gets stuck in the Spencer Mansion]] for the events of ''Resident Evil 1'', where even more hardships await. Despite [[TheWoobie everything she goes through between the two games]], she remains cheerful, optimistic, and cute throughout it all nonetheless. Her sweet personality (being kind to everyone she meets, even the convict Billy), woobie status, and attractive looks (based on Japanese pop star Ayumi Hamasaki) all work together to make her one of the most Moe characters in the series. Additional points in her favor are that, unlike the series’ other protagonists, she does not become a hardened veteran in the fight against bioterrorism, something that tends to make the other protagonists too tough to be considered Moe. She instead decides to become a university professor, although this unfortunately does not keep her away from zombie threats entirely, as shown by ''Resident Evil Vendetta''.
** In a rare villainous example, Donna Beneviento from ''Resident Evil Village'' is considered this for her ShrinkingViolet nature, due to her insecurities making her hide her face and [[LonelyDollGirl speak through her dolls]] instead of as herself. Adding to this is that, despite barely getting to see her face, the few glimpses that are given show that she is actually a beautiful young woman in spite of the virus mutation over her right eye. And finally, her traumatic life experiences have caused her to cling to the mentality of a child into adulthood, [[TheWoobie making many fans feel sorry for her.]] It’s a common response for players to wish that they could have just been a playmate with her rather than have to kill her. However, despite her genuinely having several Moe qualities, too much sympathy for the character falls into DracoInLeatherPants territory, as she still went out of her way to antagonize the player as much as any villain would and also did several horrible things while working with horrible people.

* ''VideoGame/Psychonauts'': Razputin is this with shades of UglyCute. His fanboying over the Psychonauts and sheer dedication is adorably endearing. It also helps that Raz's design is more PuniPlush in the next game. ''VideoGame/ReaderRabbit'': Vermina, due to her stirring song about how much she loves the seafaring life and her good-natured refusal to think the worst of her boss's enemies.

* Saki from ''VideoGame/ArTonelico3''. She's so {{Moe}} that she produces a [[https://www.youtube.com/watch?v=FjyzkLtRHkc Memetic Mutation.]]

* ''VideoGame/ReaderRabbit'': Vermina, due to her stirring song about how much she loves the seafaring life and her good-natured refusal to think the worst of her boss's enemies.

* ''VideoGame/{{Pikmin}}'' The titular Pikmin are adorable plant-like aliens with big, round eyes and high-pitched voices. They sing childish tunes while following the protagonists, whom they form a strong bond with.

** ''[[VideoGame/DissidiaFinalFantasy Dissidia]]'' makes [[VideoGame/FinalFantasyVI Terra]] so moe it's adorable, [[WhatMeasureIsANonBadass unless you hate her for it]].

** [[Characters/GenshinImpactMondstadt Barbara's]] completely unironic IdolSinger shtick and her general cheery antics, fighting with sparkles and rainbows, and NiceGirl personality make fans melt like gooey chocolate around her.

** [[Characters/GenshinImpactNahida Nahida]] is another character fans consider to be the most heart-meltingly adorable in the game, thanks to her [[OlderThanTheyLook looking like]] [[TokenMiniMoe a tiny and adorable child]] and having some of the cutest animations in the game (such as forming picture hands with one of her combat animations, striking adorable poses in other combat animations, and playing on a swing or with paper cutout dolls made from her [[GreenThumb Dendro]] magic), as well as her tendency to show both insane wisdom [[spoiler:(befitting her true nature as [[Characters/GenshinImpactArchons Lesser Lord Kusanali]])]] and innocent naivete with her use of metaphors. Combining that with making her one of the biggest [[TheWoobie woobies]] in the game made fans start to absolutely ''fawn'' over the little [[FanNickname radish]] and become highly protective of her.

** Elphelt, thanks to her first outing in ''Xrd'' having her in pink and white, fitting her wedding themed appearance, her Instant Kill, which involves making the opponent fall in love with her and gain heart eyes, and for her friendship with her sister, Ramlethal.
