Decim feels it's unfair towards them so he keeps the mannequins, repairs them, dresses and then store them around the bar so they will remind him of all the people who came to Quindecim since his arrival—despite his memories of them disappearing.
Despite Shimada being a killer, he did this because he wants to get revenge for his sister after she got assaulted. He cares deeply for her.

Sachiko is a walking CMOH because of her polite and positive nature and everyone was on good terms where even Decim was a lot more polite than usual.
Unlike when other guests realize they're dead, when Sachiko realizes she's dead she does not cry. She says that she lived a good life and cares not for how she died.
Episode 11: Decim compliments Chiyuki's skating outfit, says he is glad that he met her and even made the mannequins all over the bar to applaud Chiyuki as she was skating.
This Hope Spot is further reinforced by the final shot of the specks of light representing their souls circling each other in the Void and finally swirling together into a single point as if melding.
Episode 12: Decim smiles for the first time and it's the last thing Chiyuki sees before being sent to reincarnation. From now on, Decim greets his guests with a smile and Chiyuki's dummy sitting next to him, with Chavvot and Jimmy dolls in her hands. Chiyuki's dummy is also the first mannequin EVER made by Decim that is smiling.
