  • Carl kills his victims in a drowning chamber he built in the basement of an abandoned farmhouse. The amount of water that chamber used (roughly enough to fill a swimming pool each time) should have been noticed by someone at the local water department, doubly so since the location was supposed to be abandoned.
    • The drowning chamber is only about as big as a large shower stall, it's not anywhere near large enough to fill a swimming pool, and it's filled in small bursts only a minute or two long, over the course of a few days. Even if someone had been reading the meters (which they wouldn't, because it was abandoned) they would only have noticed enough water being used to account for a couple of baths and an extra load of laundry. Carl had plenty of engineering/machinery knowledge to turn the water on himself.
    • That's even assuming the thing is hooked to public water system in the first place and and not a private well.
    • It's pretty common for farmers and ranchers to have systems to catch rain like tarps piped into reservoirs, especially in areas where hooking up a water mains would be an expensive logistical nightmare.
