Headscratchers / Road Rovers

• So, it's revealed that General Parvo's actually a cat who got mutated into a muscular humanoid cat ready to take over the world. But then, due to some time travel, he ends in a time loop where he goes back from human to cat who will turn into a human without his memories from his future actions. Road Rovers stop his evil plan from that episode, while leaving him and The Groomer trapped in that time loop. But then they appear again near the end of the series. How did they get out of there?
• Why are they called the Road Rovers? Sure they do some driving in a few episodes, but it's far from a defining characteristic of theirs. They seem to fly more often than they drive, so why associate them with the road?
