In most
Zombie Apocalypse scenarios, it's hard to understand how we lost, given the number and effectiveness of modern ranged weapons, the possibility to use armor to prevent bites, and the stupidity of zombies. However, one of the pre-collapse documents is a leaflet telling people about shelters they could go to if infected relatives in their homes had become dangerous. This, combined with the disease progression, explains the problem: there isn't a bright line between human and zombie as the disease progresses: you don't die and then reanimate. Hence, people in the early outbreak were very reluctant to kill the infected, still hoping to find a cure: the result was an accumulation of drones in houses and apartments that could eventually overwhelm the uninfected.
