Dr. Beanies, in stark contrast to pretty much every other mad scientist ever, actually averts Offscreen Villain Dark Matter via his drug dealing. Drug trafficking is a notoriously lucrative "industry", more than enough to fund his relatively meagre mad scientist machinery.
