Of course McCool is enraged at Jimmy for the false rumour of him being a pervert who groped a teenage girl despite the fact that the whole idea was Cookie's and he just went along. Jimmy asked a lot of favors from him during the show even destroyed his relationship with his father but when he needed his friend's help Jimmy let him down.
McCool was fine with Jimmy not visiting him after his operations because: 1, Jimmy was at work, something He would see as a good excuse and 2, Jimmy told him on the phone that a man was stalking him and thus was in danger.
While Jimmy being very protective of his daughter is understandable considering Don Gambini and Jimmy's coworkers were significantly older than her, there is another reason for it. In Italy, the age of consent is 14 while the age of consent in America is 17, Jimmy had to protect her from statutory rapists and set a boundary that nobody will forget. Although some of them might have been born in America or had lived long enough in America to understand the cultural differences, they were still criminals and weren't going to be bothered by the age gap.
