It seems weird at first that the Clan of Embers tends to do much better running one of the Good-aligned religions, like the Runes of Kilmorph or the Order, than they do with the Ashen Veil or other evil faiths. Until you look at the backstory and find out that the orcs are actually an offshoot of the Bannor who still worshiped Bhall when she fell but didn't fall with her into Agares' vault (as the current Bannor did). Them adopting the Order and choosing to worship Junil instead just makes them the Bannor (the Order's canon founders) by another name. Even better, the reason the Clan-Bannor became disfigured into orcs in the first place is directly tied to Bhall's corruption. An orc who stopped worshiping Bhall might eventually stop being an orc, which would explain Sheelba's almost-human appearance.
