    Asari 

Enlea T'Vari

A member of the Citadel Diplomatic Corps, Enlea joined the turian task force as the Citadel liaison overseeing the arrest of Commander Shepard. She is also a spy for the Citadel, using her credentials as a low-level diplomat to gain access to people and places she'd ordinarily be denied. Her primary mission is to gather as much information about Cerberus and return it to C-Sec. Enlea is also a double agent, working for a powerful council of Asari matriarchs who have a vested interest in keeping the quarians and geth from reconciling.

Matriarch Naranna

At over a thousand years old, one of the oldest and most respected matriarchs on Thessia. Naranna was the Asari Councilor on the Citadel three centuries before but now oversees the Grand Quorum, the oldest meeting place for asari diplomats and scholars to debate policy. Naranna was instrumental in denying aid to the quarians after the geth uprising to cover the fact that the Citadel was actively supporting development of the geth behind the scenes, even though she was personally opposed to it. She also knows there is physical evidence left on Rannoch that will implicate the Citadel and fears that the end of the geth/quarian conflict will expose it.
  • Bitch in Sheep's Clothing: Naranna is outwardly a very sweet, matronly grandmother type in the eyes of the asari. She will order your assassination in a heartbeat if she thinks it will protect or benefit her.
  • Contemplative Boss: Naranna has a corner office in one of the oldest buildings on Thessia from which she enjoys looking over the skyline of the capitol while contemplating her next moves.
  • Empire with a Dark Secret

Matriarch Collona

An associate of Naranna who lost her sister during the evacuation of Rannoch during the opening attack by the geth in the Morning War. Collona is wracked with guilt over the death of her sister and the quarian genocide because she and her sister were part of a technical team helping quarians perfect the geth and preparing to adapt the technology for use by the asari. She also knows of the location of the research materials left behind during the evacuation, the only remaining evidence that the asari and the Citadel were complicit in their creation.
  • The Atoner: Having worked on the geth project and an eye-witness to the geth uprising, Collona is disgusted at how the Council treated the quarians and wants to make things right for the sins of her past.

    Geth 

Mobile Platform Two

After the geth network is compromised by a galaxy-wide distributed attack, the geth withdraw to the safety of the Perseus Veil to recode their network defenses. Unsure of the fate of Commander Shepard and the Normandy beyond Omega Four, the geth create another mobile platform in the same vein as Legion and send it to Sahrabarik in search of Shepard-Commander. It comes to be known as "Blue" because of the color of its exoskeleton.
  • Captain Ersatz: Invoked in universe. Much of the Normandy crew look at Platform Two as a cheap knockoff of Legion, for whom they've got genuine affection and respect.
  • Exactly What It Says on the Tin: Platform Two's quarian name translates directly to "Blue Geth of Normandy."

Standard Geth Platforms/The Geth Collective

Platform Two boards the Normandy along with sixteen standard geth drones to aid in repairs and augment the organic crew suffers several casualties. They are mute, have one tenth of the processing power, but networked together are capable of many complex tasks. They are referred to by number when addressed at all.
  • A.I. Is a Crapshoot: The geth start off this way, and the Normandy Squad and crew change their minds as the geth prove time and time again that all they really want to live in peace with everyone.
  • The Cavalry: When the Normandy is boarded at Dashta the skeleton crew on the ship are badly outnumbered and outgunned. Jacob gives the geth access to the ship's armory. All sixteen platforms charge the enemy, who panic at the unexpected sight of a geth army on a ship that according to their intelligence would be lightly defended.
  • My God, What Have I Done?: the entire geth collective when they realize the magnitude of the damage they did while under Cerberus control, including killing Shepard-Commander and destroying the Normandy.
  • Power of Trust: The entire Normandy crew feel this way about the geth after they save the ship. Gabby becomes especially attached to them as they assist in repairs.
  • Roaring Rampage of Revenge: Assumed to be the reason that the geth decide to wipe the quarians out after Xen's betrayal but averted when it's simple logic: the geth know the quarians will continue to be a threat to the entire Collective unless they are wiped out. Also hinted by Tali to be the reason that the geth helped her hunt down and kill The Illusive Man after Shepard's death. It's not stated outright, but Tali tells Garrus that she didn't have to convince the geth to do it.

    Humans 

Ines Peralta

An electronic technician and member of the Normandy SR-2's human Cerberus crew, she spends her time in the background with the rest of the ship's compliment keeping things running on the ship while Shepard and his squad embark on more dangerous missions. Ines is on EVA duty assisting in hull repairs when the Normandy falls under attack and is responsible for saving the life of one of the Squad who is blown away from the ship after an explosion.
  • Ascended Extra: Of all the background characters, Ines has the most dialogue.

Commodore Egil Rehme

Commodore Rehme is in command of Alliance task force sent to locate the Normandy and prevent its capture by Council vessels after its reappearance at Sahrabarik. A middle aged officer with a bad temper, Rehme doesn't try to hide his contempt for the Citadel after they revoke humanity's seat on of the Council. Rehme's disposition toward Lorian the the Citadel improves markedly after Mordin's briefing about the Reapers, and by the time he leaves the Normandy, he admits he is glad the Alliance and Citadel are allied again.

Eric Dahlberg

A human reporter working for Future Content, Eric is angered over being sent to cover the Quarian/Geth negotiations in the place of Emily Wong, who was reassigned to cover the much more important (and sensational) return of Commander Shepard from beyond Omega Four. While polite and professional to the quarian Admirals he makes no effort to hide his disdain toward them in private, or directly to the quarian marines escorting them during their stay on the Rayya. Dahlberg is actually a deep-cover agent of Cerberus, sent by the Illusive Man to infiltrate the Migrant Fleet and keep tabs on their their efforts to use the heretic virus to assume control of the geth.
  • Jerkass: Dahlberg resents being sent to the cover the story of the quarian/geth peace negotiations and takes pleasure in pushing the buttons of his marine escort.

Ferdinand Castillo

A human ambassador with decades of experience in dealing with aliens, Castillo was one of the chief architects of negotiations with the turians after the First Contact War. He is well liked by the Arcturus diplomatic staff, including Ambassador Udina. He manages to gain the respect of quarian Admiralty Board, even Daro'Xen, because of his unabashed willingness to put the needs of the quarians and geth ahead of the Alliance in the peace talks.
  • Cool Old Guy: over 100 years old, Castillo is fit, fair, and able to defuse hostile situations with charm.

    Quarians 

Sergeant Foya

A quarian marine assigned by Admiral Xen to escort Castillo's party whenever they are aboard the Rayya. While she respects Ambassador Castillo, she has nothing but disgust for Eric Dahlberg because of the way he acts when the Admirals aren't around. She can't wait for the humans to leave.
  • Sacrificial Lion: Foya is the first to die when Dahlberg executes his plan to sabotage the Rayya.

High Captain Wylo

Wylo is the High Captain of the quarian Conclave, the civilian government of the quarian Migrant Fleet. Well versed in quarian political doctrine, he acts as the speaker for the Conclave when dealing with the Admiralty Board. While not outright antagonistic toward the Admirals, he is not afraid to stand up to them when he feels they've overstepped their bounds. The deceased Rael'Zorah seems to be an exception as Wylo held him great respect, an honor he extends to Tali'Zorah as well. Even though he's not overly trusting of the geth, he openly supports the peace initiative after it becomes public knowledge.

    Turians 

Fleet Captain Venantus Lorian

Lorian is the commanding officer a turian squadron assembled to capture or kill Commander Shepard after the exposure of the deep ties between the Cerberus and the Alliance. Lorian views Shepard as the worst kind of traitor who betrayed his duties as a Spectre to work for Cerberus. His anger toward Shepard intensifies after several ships of his task force are destroyed by an unknown vessel during their pursuit of the Normandy, and makes it his personal mission to apprehend the rogue Spectre. When Shepard willingly turns over the location of the collector base and fabrication plans for the IFF to both the Alliance and Citadel, he does a complete reversal and becomes one of Shepard's strongest advocates before he is relieved of command in part for letting Shepard go.
  • The Chains of Commanding: Lorian's main concern isn't that he disobeyed an order by not apprehending Shepard, but that hundreds under his command died in the process.
  • Inspector Javert: Lorian's sole mission is to apprehend Commander Shepard, regardless of the cost. He believes the stories of the Collectors and Reapers are only diversions created by a traitorous Shepard to cover his deeds. Until Shepard proves everything to his satisfaction.
  • Old Soldier: Lorian is a "Fleet Captain," essentially the rank of Commodore with authority over other vessels but command over only his own ship. He has turned down multiple promotions because he feels his abilities best serve the Hierarchy in his current position and his commanders agreed, but they still give him command of a task force out of respect for his long and loyal service. Artuis describes him as a veteran of many campaigns.

Captain Colia Artuis

Captain Artuis commands the turian frigate Vellius, assigned to Lorian's squadron to capture or kill Shepard. Her ship makes first contact with the Collector vessel which later destroys five out of eight turian ships before the arrival of the Normandy. When Shepard's plan to team up to defeat the Collector ship is rejected by Lorian, Artuis joins Shepard's attack. Her driving motivation from that point on is to find out why the man the turians are hunting risked his own ship and life to save them.
