The ambitious leader of the Black Ops, who wants to capture Cardo and his team to get a promotion, no matter the cost.
- Arch-Enemy: Cardo and the rest of Task Force Agila. Initially it wasn't really personal and he was just hunting down a wanted criminal in his eyes, but their killing of his Black Ops subordinates made it really personal for him. The Task Force Agila's killing of his girlfriend, and his ex-girlfriend siding with Cardo is what fully sends him off the edge.
- Corrupt Cop: He became this in season 9. He took bribe money from a colonel and knowingly worked with high-profile criminals.
- Co-Dragons: With Lito, since both were aligned to Lily and are staunch enemies of Task Force Agila. He becomes the sole dragon of Lily once Lito is killed in his final confrontation with Cardo.
- Dark Is Evil: His Black Ops uniform is fully black, and he's a villainous police officer who is willing to do anything to catch Cardo.
- A Father to His Men: Values the lives of his Black Ops soldiers and unlike most villains in the series, Albert mourns the deaths of his comrades when they are killed by Task Force Agila.
- Hellish Copter: Steals a helicopter during Task Force Agila's raid on Tierra Del Diablo, and instead of flying away he taunts them by flying the helicopter around. A well-placed shot from a grenade launcher destroys the copter, and Albert with it.
- Sole Survivor: By the end of the raid on Tierra Del Diablo, Albert is the only Black Ops member still alive. He's soon killed during a failed escape attempt.

One of Albert's subordinates.- Character Death: Shot by Victor during the confrontation between the Black Ops and the Task Force Agila in the North.
- Token Minority: He is the only one in the unit to be of foreign descent, although it's never stated in the show. His actor, Mark Mc Machon is of Scottish descent.
David Alcantara

One of Albert's subordinates.- Character Death: Shot by Diana during the confrontation between the Black Ops and the Task Force Agila in the North.
Lia Mante
P/Cpt. Natalia "Lia" Mante
Portrayed by: Jane De Leon
Albert's (ex)-girlfriend.- By-the-Book Cop: She is one of two members of the Black Ops who never became corrupt. The other one is her best friend, Vicky.
- Put on a Bus: She, along with the rest of her family boarded a plane and flew to Brazil after season 8.
