Detective Conan: Zero the Enforcer is the 22nd Detective Conan Theatrical Film in the franchise. It was directed by Yuzuru Tachikawa , written by Takeharu Sakurai, produced by Isato Yonekura, Keiichi Ishiyama and Shūhō Kondō and scored by Katsuo Ono and Ken Miyazaki. It was released on April 13, 2018.

"Edge of Ocean", a newly-built conference and commercial centre, is being prepared to host an international summit. A day before the guests are due to arrive, a restaurant in of the inter-connected buildings is destroyed by an explosion. Members of the Public Security Bureau including Rei Furuya and Yuya Kazami who were in the middle of a security inspection, are injured in the blast and there are several casualties. Bad goes to worse when Kogoro Mouri is framed for the crime and his wife Eri Kisaki cannot defend him in a court of law. Conan must prove Kogoro’s innocence, find and expose the real culprit and figure out if Zero is a friend or foe this time around.

Zero the Enforcer provides examples of:

  • Badass Driver: Rei Furuya was always this but this film’s climax shows him being able to swerve pass an oncoming train and drive on top on another one.
  • Big Bad: Prosecutor Makoto Kusakabe is the mastermind behind the Edge of Ocean bombing and the Swan probe hacking, having committed both acts to avenge Fumikazu Haba, who was working as his informant and committed suicide after he was arrested for breaking into the workplace of a suspect in a case they were working on to collect information, and whose death he held the Public Security Bureau responsible for. By bombing a venue of international delegates the PSB was guarding, and subsequently having a United States probe cause destruction on Japanese soil (and on TMPD headquarters, no less), he would have the PSB disgraced and humiliated on the global stage. Unbeknownst to him, that Haba committed suicide is a cover story by Furuya made to discourage the Prosecutor's Office's public security division from using informants, and he was merely kept under protection.
  • Bittersweet Ending: While Kusakabe's plan to drop the Swan probe on the Tokyo Metropolitan Police Department is foiled, and the probe was (after much effort) successfully diverted into the Pacific Ocean with only a scratch on the Edge of Ocean's Casino Tower and a couple of snapped wires, Kusakabe is forced to confront that his actions have all been for nothing (as Haba isn't dead), and Kyoko's hatred and anger towards the PSB merely festers further after learning they kept Haba's state a secret from her (along with her relationship with Haba seemingly being destroyed by the revelations surrounding him).
  • Bland-Name Product: Nazu is quite obviously a rift on NASA.
  • The Chessmaster: Furuya gets to really show off hos manipulation skills this time around. After the bombing, he framed his mentor Kogoro as the culprit. Then he hired Kyoko Tachibana to represent him, before releasing Kogoro once the bombing was no longer deemed an accident. He admits to Conan that he specifically framed Kogoro so he could have Conan as his “collaborator”.
  • Deuteragonist: Furuya is definitely the character with the second-most importance to film especially when the second half of the film starts.
  • Frame-Up: The film’s Inciting Incident, a restaurant bombing, is pinned on Kogoro Mouri. This was revealed to have been done by Rei Furuya for many reasons.
  • Killer Cop: This is how Furuya’s subordinate Kazami describes his superior, a man who last year pushed someone being examined at the detention center into suicide. Of course, this turned out to not be the truth - Furuya helped the man go into hiding.
    Kazami: The man known as “Amuro” that you speak of…is a killer.
  • Knight Templar: Big Bad Makoto Kusakabe is a huge one. He even legitimately attempted to help Kogoro Mouri, seeing his Frame-Up as a violation of justice.
  • Nice Job Breaking It, Hero: While it’s understandable that they didn’t, it cannot be understated that if the PSB told people Fumikazu Haba was alive this film wouldn’t have happened.
  • Sequel Hook: After all the credits, Kid challenges our hero as a way to hype of the 23nd film, Detective Conan Film 23: The Fist of the Blue Sapphire.
    Kaito Kid: Let’s meet again…on the ship that floats above the night sky.
  • Shut Up, Hannibal!: After being exposed Kusakabe goes on a Motive Rant. Conan isn’t having any of it.
    Conan: Even so, you should know there was a fair chance that someone could fall victim to it!
    Kusakabe: For the sake of justice, a few sacrifices are unavoidable!
    Conan: That’s not justice!
  • Stealth Hi/Bye: After finishing speaking to Kazami and telling him about the two people who are scarier than him, Furuya doesn’t inform Kazami of his departure, much to his subordinate’s shock.
