This is probably related to when the camera gets dirty in movies that don't acknowledge the camera is there (as in not 'found-footage').

In Grease, in the "Thunder Road" race scene, there's a point where one of the cars runs through a puddle, and it splashes the camera lens.

This badly needs more description, but I see a potential trope here, that's for certain: how's about including the 'not PTFW' bit in there? And, finding other related tropes? Radio also has its part to play: fiddling with the acoustics somehow (with a hint of hitting the mic, twiddling dials or other such fun stuff). I've heard that a few times; though, God help me thinking of a specific example off the top of my head.
