A character whose motives make no sense whatsoever in relation to the character. Most Cuckoocloudlander villains are Jameses, as the motive for a Cuckoocloudlander villain almost never makes sense.

Compare with Cute and Psycho (if the villain in question has a stupid motive)and Absolute Xenophobe (as a fair few Jameses are absolute xenophobes) and contrast with Villain Has A Point (when the villain has a viable and valid reason for being evil)

No real life examples please, I don't want a list of crazy dictators from our world that had no reason to be crazy dictators.

Examples: Hannibal Lecter from Silence of the Lambs ate people. 'Nuff said.

Judge Doom from Disney classic Who Framed Roger Rabbit? dipped Toons (the residents of Toontown) in a vat of liquid that slowly dissolves them if they broke the law. Despite this, he murdered the brother of Eddie (one of the main characters on the show) and framed Roger Rabbit for it.

The Wicked Witch of the West from the Wizard of Oz conquered the land and ruled it viciously for enjoyment.

In the anime Bobobo-bo Bo-bobo, the Big Bads are a bunch of Hair Hunters, led by Czar Baldy Bald IV, who go around shaving people bald. No matter who you are, you can't find a motive for this (no, headlice is not a valid motive for cruelly ruling an empire and then knocking someone out to shave their head against their will)
