He guides his allies well and warns Rimuru about the dangers and failings of being a king.
21* JustBetweenYouAndMe: PlayedForDrama. While Gazel had to exile Kaijin due to him punching Vesta in retaliation for disrespecting Rimuru, he privately let Vesta knew that he was fully aware of everything that was going on.
22* KarmicJackpot: Being the first to join an alliance with Tempest, and even encouraging the birth of the nation, he and his people have built a strong relationship based on trust with the nation of monsters. Giving them Vesta to serve as a mediary and researcher increased that trust. This not only ensured that Dwargon has access to the vaunted Full Potions of legend, but also pretty much ensures that Gazel's worst fear (the nation of Tempest, Veldora and Rimuru becoming enemies of Gazel and Dwargon) is the furthest thing from reality.
23* KillingIntent: Strong enough to paralyze opponents, despite not actually being violent by nature. Being able to focus his will to such extent seems to come with being a king.
24* ManlyFacialHair: He has a short but thick beard and cheek-reaching mustache fusion combo that highlights both his manliness and his sense of authority.

26** After learning that Rimuru is Hakuro's student in swordsmanship, Gazel requested the right to train under him again, though his advisers had to stop him since a king traveling to another country for sword training was too willful and unlikely to win approval from his ministers.
27** After the Heavenly Emperor Elmesia purchased a lodging house in Tempest, a jealous Gazel went to Dwargon to get enough money to purchase a villa in Tempest.

Instead, he changes the sentence from years of hard labor in the mines to exile, thus allowing Kaijin and his fellows to leave with Rimuru without issue.
33** He realized that Tempest was beginning to become a nation just by looking at it from the air on his pegasus steed, even when Rimuru didn't, and Dwargon became the first nation to side with them.
34** His "Zero Points" score was meant to teach Rimuru to not be submissive to a foreign nation, as to avoid being looked down upon. He served as a great teacher for Rimuru in this regard.
35** Even when his advisors were panicking over the fact that Rimuru had become a True Demon Lord and had Veldora on their side, and was thus more powerful than Gazel and Dwargon, he still affirmed that they were allies and changing anything would be foolish. Dwargon was seeing prosperity it had never seen before and Gazel was not going to give that up over mere paranoia.
