14* ComesGreatResponsibility: Much to his chagrin Doofenshmirtz comes to realize that since he now controls the Tri-State area he actually has to be responsible for actually running it and can't just randomly engage in any ZanyScheme that catches his fancy especially since if it blows up in his face ''he'' is also the one in charge of cleaning it up now.
15* EvilOverlord: Deconstructed. While Doofensmirtz always desired to rule the Tri-State area now that he actually does he realizes he has no idea what it actually means to rule and the responsibility that comes with it.
16* FriendlessBackground: With his background as an outcast, Heinz can be quick to latch onto others.
17* HarmlessVillain: He's become a different brand than in his home-series. Doof's success rate has greatly increased but his plans and schemes are either personal projects to make DEI more powerful or end up helping people and saving lives, and if his henchmen do end up hurting people they tend to find themselves in very hot water. Russ even compares him to a benign tumor.
18* MadScientist: As in canon. He can make -Inators with wildly variable effects to do nearly anything.
19* OmnidisciplinaryScientist: Unlike most scientists in the Quest, Doof has no defined specialty. If you can attach the suffix "-Inator" to it, he can probably do something with it.
20* TookALevelInBadass: Over the course of the Quest, Doof has both gone through intense physical training and gotten his own suit of PowerArmor, both of which have made him somewhat more formidable in combat than he used to be.
21* TrapMaster: For all his myriad problems with the concept of deception, Doof's traps are true masterworks.
22* UnreliableNarrator: Doof isn't very good with his emotions, so he perceives things different than others do. It's telling that he seems nonchalant when he creates [[GameBreaker the Probabilinator]], something that eclipses most of his canon repertoire and also nearly makes Xanatos drop his mask in shock.
23* WrongGenreSavvy: Doof starts out thinking that he's still in an episodic absurdist comedy thinking that everything will be fine by the end of the day while he's now in a continuity-heavy dramedy with long-running plotlines and stakes, a good chunk of his CharacterDevelopment is accepting this and growing as a leader.
24* YouHaveFailedMe: After destroying Danville through reckless mad science LOVEMUFFIN accuses Doof of not being properly evil anymore. Doof counters by letting them know that they've failed him for the last time and throws them all in prison.

Although they can't participate in any actions themselves, these figures can add part of their stats and grant perks that help other Hero Units in their actions. These figures also can veto ideas, turning them impossible to do unless Doof negotiates with them.

32A Toon Coyote with a penchant for trap-making; currently the Martial Counselor for DEI.
33* AmusingInjuries: As per standard, he suffers a LOT of SlapStick.
34* ComplexityAddiction: Coyote has gotten better about this, but he's still too clever for his own good a lot of the time.

39A kindhearted toon dog who has been with the company since the start of the quest; he has risen from his previous jantorial position to become the Diplomacy Counselor for DEI.

41* EvenTheLovingHeroHasHatedOnes: Goofy despises Judge Doom, always being willing to back the use of violent action against him after joining the Council.
42* KindheartedSimpleton: Goofy is not exactly the sharpest tool in the shed, but he's a good guy, through, that wants no harm to most people. He's also eternally grateful that Doof took him as a worker during tough times.
43* MoralityPet: One half of his role on the Council. While the Council have varying degrees of morality, Goofy tends to shoot down almost any idea that strikes him as overly evil.
44* NiceGuy: Goofy is just a really decent guy all around, liked by just about everyone.
45* SimpleMindedWisdom: The other half of his role on the Council. He tends to point out certain...Fundamental errors in Doof's plans using the power of basic common sense.

50Formerly in charge of a a business that was bought out by DEI, Janus now holds a position as Stewardship Counselor (Chief Financial Officer) for DEI.

52* MadScientist: He would perhaps bristle at the term, but it's hard to describe someone who creates genetic abominations like his as anything but.
53* MaskOfSanity: Janus, unlike most MadScientist sorts at DEI, is quite capable of masking his scientific insanity under calm reason, and often serves as a StraightMan on the Council...But some of his comments make it clear that he's actually just as, if not more, cheerfully amoral.
54* VillainousFriendship: Quickly bonds with Jumba over being mad geneticists who spit in the face of god, nature, and biology.

57A former member of Kronos Corporation and current Intrigue Counselor for DEI.

67* AbsentMindedProfessor: Her perk as a Hero Unit and as a Councillor revolves around that: she has the chance of doing one random Learning Action in a certain DC range from the original task instead of whatever she's sent to do. As a councillor, this translates in having the chance of doing one more Learning Action by only applying her bonuses. In story, there's also the fact she worked with FLUBBER, of all things - which people always rememeber, much to her annoyance.

69* InsufferableGenius: Ludivine has a massive ego, and considers herself an expert on everything...But, with the highest Learning stat of any DEI unit, it's hard to dispute that she can back up her boasting.
70* OmnidisciplinaryScientist: Both in flavor and in practice: Unlike every other unit in DEI, she does not take a +5 crit-fail penalty when doing research outside her field, because her field is, well, everything.

278The original king of Kronos and a rival to Doof. However, after the Sands Gala, everything went wrong for him, leading to Sinatron overtaking his business and Kronos crumbling into the Olympia Corporation.
279* ButtMonkey: Oh, and how. After the Sands Gala, things just kept going wrong for Buddy. Even if you don't consider what Doof's group did during that day, there's little doubt that something would go wrong - Doof only benefited the most from that particular endeavor.
