Ted makes no mention of having a brother in this show, but if at any point earlier in the day he witnessed Peter singing and dancing, his lashing out at Bill could be interpreted as carrying feelings about his brother's death and taking it out on Bill, a somewhat more sympathetic reading of the moment.
