** Some TNG newbies may have found this startling until one remembers that Scotty belongs to the TOS era when Klingons were adversaries with the Federation at the time. So it's understandable that Scotty still carried that mindset and Worf was made aware of this behaviour.

And Picard indicated that no such thing had ever been encountered before. It was also the first time that TV or film ever attempted to depict the Dyson Sphere. However, the sphere was little more than background scenery in an episode that had to be character oriented by necessity. It was proper to make Scotty's return the absolute focus of this episode. That being said, the Dyson Sphere could have been saved for an episode (or even a story arc) that would have focused primarily on about it and whatever was inside. The Jenolen could have been found stranded on any run of the mill space derelict and the story would have been the same.

* ActuallyAGoodIdea: In universe anyway, concerning the Dyson Sphere. Picard, amusingly isn't all that surprised that Riker wasn't familiar with the idea which apparently fell into obscurity by the 24th century. Picard probably encountered the idea more in old science fiction than in any Starfleet Academy courses. Interestingly enough, to this day, Freeman Dyson still treats the idea as a thought experiment and isn't that serious about it being implemented in reality. He actually adopts the common adage that "a civilization that could build a Dyson Sphere would probably not need to do so."
