While at Christmas he was annoyed by the Whos celebrating and stole their stuff, which was still a jerkish move, in this special he uses circumstances that the Whos have no control over as an excuse to terrorize them, which he clearly enjoys doing anyway. He takes care to crush any (possibly sentient) flower in his path. He gleefully puts a ''child'' through mind-bending horrors in the Paraphernalia Wagon, and was going to do the same to the entire town. To top it all off, he is even more abusive towards Max the dog than ever before, and even taunts him about being sad. It's a little easier to believe that in this one, he doesn't so easily have a change of heart.
