There's also the fact that unlike Fontaine, he more then willing to kidnap girls from their families to become Little Sisters, such as the case when he stares at Bill's daughter after an encounter with a Big Daddy.

There's also how he exploits Diane [=McClintock=], one of his most loyal followers, and stabs her to death after she accidentally walked in on him posing as Atlas. You really get a feel of the monster he's further transformed into by the events of the first game.
