Because she already ''knows'' that some Skrulls have begun to pose as faux Avengers and Allies. There are two potential reasons on why she would then form the Thunderbolts:
* Scenario 1: Valentina knows that Skrulls will be less likely to pose as known criminals to infiltrate Earth's governments. Because of this, Valentina knows she can easily trust criminals who just want a 2nd chance with life, over the widely know heroes that might be Skrulls in disguise.

Given that the Skrulls were forced to do horrific things back when the Kree were targeting them in TheNineties, the plot may center around one half that has embraced their inner darkness and wants to somehow betray humanity to get an edge against the Kree, and a second half that still has their morality and so wants to protect and assist humanity no matter what.

Since Monica has joined S.W.O.R.D in her adult years to explore and keep friendly relations with alien worlds, it'd be a neat contrast to see Talos's daughter stay on Earth to keep humans and Skrulls safe as a S.H.I.E.L.D agent.

And if Talos, in the trailer, doesn't recognise that he's surrounded by Skrulls... is that because he's ''not''? * Jimmy Woo, seeing as though he's already aware of Skrulls in ''Series/WandaVision'', and the chances of the FBI getting involved in a shapeshifting alien espionage thriller seems likely.
