Creating a work where some cute cat-like creatures who can talk give girls magic powers to fight evil seems like something that would greatly increase the amount of girls willing to make MagicalGirl contracts with the likes of Kyubey. And the fact Luna and Artemis are trustworthy in the manga/anime will prime anyone they targeted to not question the Incubators' intentions until it's too late.

** Expanding on this...

[[WMG: The second Silver Millenium the Senshi are to bring about in the 30th century is not as utopian as it's made out to be.]]
Think about it, it's a monarchy headed by a seemingly immortal woman with supernatural powers that has what is in essence a royal guard that is likewise immortal and gifted with supernatural powers. There's no indication of democratic institutions being present to check the royals. The Black Moon Clan's very existence hints that Neo-Queen Serenity tends to exile dissenters to harsh other planets-sure the source material claims they threatened Earth first, but if we're suggesting Queen Beryl may have been subject to propagandaistic villainization, surely there's an argument for this as well.

Added DiffLines:

[[WMG: Alternately the Sailor Senshi's elaborate transformation sequences are much faster than they seem to us in the audience.]]
Whereas we perceive these transformation sequences as taking a little while, in-universe the whole sequence occurs almost immediately in a second or two.

She has several physical appearance attributes more typical of white Europeans than most East Asian/Japanese, including (but not limited to): her height, listed in [[https://en.wikipedia.org/wiki/Sailor_Jupiter#Profile The Other Wiki]] as 5' 6" (actually around average for most Western/European women); naturally wavy hair, medium brown/light auburn hair (depending on manga or anime incarnation), and large breasts (her "talent", according to the infamously bowdlerized first English (DIC) anime dub). This is, of course, not to say that a full-blooded Japanese woman cannot exhibit these traits; but admittedly they are less common. Granted, hair color may not be as much of an indicator [[UsefulNotes/HairColorInJapan in a universe]] where her fellow Senshi have blonde (Usagi/Minako/Haruka), dark blue (Ami), pink (Chibi-Usa), dark green (Setsuna) and turquoise (Michiru) hair in addition to the more usual (and believable) black of Hotaru and Rei.

You have to admit they have a lot in common; they both have AmbiguouslyBrown, always have their eyes closed and each is a ChivalrousPervert . It's been established by fan theory in the past that the Pokemon world and ours are one and the same. Maybe Brock got burned out on Pokemon breeding and so he gave it all up, and moved to Tokyo. There, he met the priestess of the Hizawa Shrine and they got married, producing Rei's mother or father. Hell, even the Abridged Series acknowledges he similarity.

Of course they could never explicitly say it because of censors nor could they show their corpses but several times when Sailor Moon killed a foe we got lines like "I banish you to the Negaverse" and when Queen Beryl was very clearly vaporized in the final battle she says something like "Queen Beryl is blasted back to the Negaverse" clearly the Negaverse is some sort of dead underworld and the Scouts being "captured" is referring to their spirits being placed with all the villains they killed. The fact that the Sailor Says went out of its way to show the deleted scene of the girls as translucent ghost confirmed that they had died in the dub. GettingCrapPastTheRadar at its finest.

[[WMG: Seiya being male in the television series is the result of ExecutiveMeddling wanting to avoid suggesting Usagi in a homosexual relationship.]]
The anime's idea of the Starlights being able to ''literally'' change their physical sex rather than simply being women who are crossdressed is not only non-canon [[WordOfGod according to their creator]] but never explained in the series, despite the series previously having no trouble with depicting crossdresses. This makes the episodes where the girls hang out with them (and still find them extremely attractive) less 'controversial'. One particular subplot of the anime is the expansion of the idea Seiya is blatantly attracted to Usagi and (unlike Haruka's one-sided teasing) is genuinely trying to pursue her, which might have been seen as too controversial to do with the show's lead. Usagi also shows a bizzare oblivious to it rather than politely shooting him down, despite her main trait being very perceptive to people's emotions and being extremely perceptive at noticing if guys are interested in her (which is rare). Similarly, Minako's complete disinterest in the Starlights after they're reveal to be (female) senshi seems odd considering she was attached to Haruka longer than any of the other senshi after finding out Haruka was a girl.

Covering both versions. It's possible they were BrainwashedAndCrazy and growing up they'd either be like the noble but with human issues like the inner senshi or the more stern for business outer senshi. However it's also possible they are ''Literature/PeterPan'' levels of TheSociopath. Being stuck in the Dead Moon Circus (a Neverland of sorts) they just never learned to fake normalcy. When they now get to be Chibiusa's guardians they'll be wackier and hedonistic soldiers.

* This could only be remotely possible in the "Cutey Honey Flash" anime universe, where Honey Kisaragi/Cutey Honey is an actual human being with reproductive capabilities (in fact, that version of her was concurrent with and aimed directly at the Sailor Moon demographic and significantly toned down as such). Even in Cutey Honey Flash this is doubtful, however, because the series is implied to take place either in the same time frame or the near future, making a teenage daughter of Honey Kisaragi a (normal) chronological impossibility. In all other versions, including the original manga, Honey is an android who, despite her incredible sophistication, is not capable of reproduction (although it is very strongly implied--though never explicitly shown--that she is still able to have and enjoy sex). Having said all that, it's certainly possible that Honey Kisaragi was a significant inspiration behind the author's creation of Minako Aino/Sailor V/Sailor Venus. Apart from looking very similar, they ''are'' both blonde "warriors of love," after all.
