** The reason likely lies in a combination of factors, but the biggest by far seems to be Mion's personality. While Shion is carrying with her some deep trauma and resentment due to the abuse and ostracization by her family and Satoshi's disappearance, Mion has had a by comparaison much happier life than her sister. In the Meakashi sound novel, Shion herself muses that Mion is just too selfless and caring compared to Shion herself. The only really complicated feelings Mion has are her guilt about the unfair preferential treatment she got compared to her beloved sister - which she punished herself for.

Takano went through with the plan earlier, because she thought Rika's mother could function as a backup Infection Queen. Rika tried a few methods to get out of this, like running away with Irie, until she hit upon the idea of convincing Takano that she was the only Infection Queen and killing her would trigger an outbreak; thus changing the timeframe from "Takano first starts manifesting symptoms" to "Takano decides to KillEmAll ForScience".

This makes Rika the obvious witch, but Satoko could be as well; she just doesn't want to use out-of-character knowledge, so she gives it to Rika.
