Velskud and Feder are living proof that a normal human with a Dragon Jewel in them can turn into Dragons. As of the level 95 cap, the possibility ''hasn't even been brought up'' by Geraint, Velskud or even Rubinart despite having Feder's half of the Red Dragon Jewel and Iona the White Dragon's power. All evidence seems to be pointing at a future release. Maybe the level 100 cap for the showdown with Vestinel?
