It wasn't a coincidence the Bagges encountered him at the theater, he was hired by one of Courage's enemies for his reputation of making his targets disappear. It also explains "the Evil Package", Schwick was retrieving a reward from one of his employers, and the package was known as a CallingCard for the underground assassin network.

Basically the reason he thinks just launching dogs into space will make them super is the fact he’s in the middle of a mental break down.

All species have both males and females. I don't think it could be a metaphor for misandry considering Kitty was hating all dogs. Also, the rat Courage met at a diner was very friendly and found Kitty's and Bunny's relationship sweet. It's very likely that he was friends with them or at least there wasn't any tension between them. It's very likely that Kitty did have male relatives or acquaintances in her life with which she got along well. Since just like species, human races have both genders, chances are it was referring to that.

The Vet ''was'' trying to create super-dogs after all, and there are many other talking animals, some with supernatural powers. Whose to say this Vet or at least the institute he works for didn't perform similar experiments on other animals, which [[UpliftedAnimal gave them human qualities]] and, in the case of Shirley, Fusilli, and the WereMole, strange abilities. This could also explain how Courage talks and seems to shape-shift at times. In that sense the Vet really is the ultimate villain of the show.

For one reason or another he tried to make himself immortal but instead messed up an made his soul unable to pass on.
Trapped in limbo as a ghost he found he could communicate with the living through machines and decided to inhabit the computer on the farm since that would be the only place his knowledge would be relevant.
