There were multiple reasons for this: the attacks made the Autobot government look weak and ineffectual, it spread fear of the Decepticons, and most importantly (as far as Megatron was concerned) the tourist attractions took [[BreadAndCircuses the populace's attention away from the fact it was the failure of the Autobot government to respond to the current economic and cultural tailspin]].
