However, seeing this, Tōgō Heihachirō has concluded that the Russian fleet is retreating (Suvorov was the flagship) and ordered a turn to port to cut off their presumable path. This was an error that gave the Russian fleet an opportunity to actually withdraw, making the Battle of Tsushima much less disastrous. The Japanese fleet then blockaded Vladivostok, and Nicholas II ordered a simultaneous deblockade of Vladivostok and an assault near Siping.
