** The Yardies leader, King Courtney. Besides being quite hostile with Claude, he betrays him, allying with Catalina and never receives a deserved punishment [[VideoGame/GrandTheftAutoAdvance It isn't the first time he escaped punishment, either.]]
** Donald Love, as if he didn't cause enough mayhem in 1998, presumably escapes punishment from [[spoiler:being the mastermind behind a bloody gang war between the Colombian Cartel and the Yakuza, in which Asuka, Kenji and Miguel have been killed.]]

oh it already exists, nvm. still though, def not a case of YMMV.

* DemonicSpiders: After killing Salvatore, the Leone Mafia become, by far, the most dangerous enemies in the game (and potentially in the ''entire series''), making entering their turf a death wish. Their shotguns can instantly blow up any car the player is in if they get hit by more than one enemy (and there's plenty of them around) and have a stunlock that makes getting shot by them at medium range even once on foot almost a guaranteed kill as the player is helpless to try and dodge any following shots. They are so notoriously overpowered that if someone is trying to get 100% completion, all side missions within Portland are ''strongly'' recommended to be completed ''before'' killing Salvatore, as good luck trying to get anything done if you have to pass through the Saint Mark's area.

This shouldn't be in YMMV, it is universally agreed upon how busted the Mafia is.

*** then again you can attack and cause problems for the Yardies through the missions "deal steal" "smack down" and "expresso-2-go" before "Kingdom Come", basically giving them a reason to turn against you

** Rampages in particular suffer from this. The game is attempting to have an actual story to it with a protagonist who has a goal beyond just [[PsychoForHire killing people for fun and profit]], which clashes completely with finding a random skull icon floating in the game world and promptly being given temporary access to a powerful weapon and told to kill an arbitrary number of people with it in two minutes. They're what remains of a set of missions that got heavily edited during development, most of them cut ''because'' the devs realized they didn't fit the tone of the rest of the game, and the ones that made the cut are given without context because the guy who would have given them to you[[note]]Darkel, a revolutionary bum who plotted to commit acts of terrorism to bring down Liberty City's economy[[/note]] got the boot.
