Maybe, maybe not. The M28 rifle tend to have receivers dating prior to 1934, and the mainstay of Finnish cartridge prior to that time was the 53R as opposed to the more famous 54R. Program to accept a larger diameter ammunition with a heavier load only gradually took shape in 1934, thus leading to the Finnish M39. On the other hand, not all M28 rifles were converted to fire a wider & heavier round.
