Fox bought it with the intention of making it their own version of Series/NorthernExposure. After the pilot was produced they mandated several changes to have make it closer to Northern Exposure, most notably having Seamus's winning lottery winnings garnished for so that he'd be trapped in Key West (similar to Joel in Cicely).
