Cue the arrival of the Ryuga Kingdom, who not only claim Grove 77 as an embassy for Fishman Island as a gift from the new government of the archipelago but use the Drake Doctrine from the World Government, which states that all judicial are handled by nations that the marines don't have a physical presence, including Fishman Island, to take the authority from the marines of arresting the pirates.
