In the movie, Draco watches in horror as Goyle plummets to his death, unable to do anything except climb.

** Now look at this whole matter from Percy's point of view: You know that you screwed up massively with your family, but you still decide to join the fight for what's right to at least undo some of the damage you did by your blind obedience and the first person who welcomes you back with open arms is the brother who you'll watch die merely hours later. Adding to that there is the fact that Percy was older than Fred and most certainly wanted to be a bit of the protector, since we can see him having the best interests of his family in mind in earlier books, but Percy fails to do this, as he survives while Fred dies right in front of him.
