Cletus' trust issues are warranted since every responsible gun owner knows for a fact that you absolutely shouldn't hand out weapons to complete strangers, his victim was warned more than enough times to stay away, and his death was caused by trying to escape from Frank (someone who had just fought him for the weapons and was very close to killing him from Cletus' perspective).
