There are currently 13 Villains, four in each of: the main set, Rook City, and Infernal Relics. A thirteenth hero was available as a special promotion through a Kickstarter project. Each villain has his own deck of cards and a double-sided "rules" card. A certain trigger will make the villain "flip" and change tactics.

* Baron Blade: Legacy's Nemesis, and a mad scientist. He plots to pull the moon into the earth, destroying the world. When that doesn't work, he attacks the heroes directly.

There are currently 18 known heroes. 10 are included in the base game, 2 are in the [[DarkerAndEdgier Rook City]] expansion, 2 in the Infernal Relics expansion, 2 are from the 2013 Shattered Timelines expansion, and 2 are promotional heros only available to those who contribute to the Kickstarter for upcoming expansions or online from their website. All of the base heroes, as well as Unity (the first promo hero)have alternate forms with a different amount of maximum HP and a different innate power. These are also only available for contributing to the kickstarter, although there are plans to release unlimited versions in the unspecified, distant future.
