In this episode, she is established as being willingly celibate (while Selma has had celibacy thrust upon her and is trying to break it by finding a man to marry or, at least, have sex with so she can have a child and not die alone) due to her hatred of menHomer in particular, but has a crush on Series/1985 just like her sister and warms up to Skinner (until she realizes how miserable Selma is). The series has shown us, that it has always been an ongoing Running Gag regarding Homer's apathetic and insensitive attitude toward his sister-in-laws. So it's no different here for it to be pointed out.

* Jerkass: Homer. Even after goofing up with introducing Patty to Skinner instead of Selma, not only does he show no regret/remorse for it, but he continues to badmouth her and telling Marge, who's genuinely concerned about her, that she's a "heifer" amongst other things and introduces her to one of the worst choices for a boyfriend, his drunken best friend BarneyAlbeit this was years before his CharacterDevelopment into something beyond just an alcoholic. Also, even if Selma was/is a jerk to Homer, back then, she was the more sympathetic of the two sisters and certainly was in this episode and actually more friendlier towards Homer than Patty ever was.
