Uh yes, he was clearly stronger, right from the beginning, you clearly see Grodd always running away to keep a distance and lure him to places where he can rely more on agility and using his environment to his advantage, ambush style. The rain already started BEFORE the lightning revival, when Grodd knocked him out, and was just there for dramatic effect
