I think this is extremely tenuous. CP is not a game of 'spot the franchise connection', it's for when an actor's filmography is referenced in the work *they are in*. Strong isn't in the cast of Mario Kart, while neither of those games are Mario Kart. Plus, neither Strong nor Pratt are even in *this* work. (You could even say Pratt's appearance is spec troping since voice actors are replaced mid production sometimes. We don't even have any significant promo material)
